In these times of boom and gloom, we have a good news for cell phone users tired of paying hidden expenses such as 411 calls. According to one study from Citizens Utility Board or CUB, an average Illinois resident is getting charged with more than seven hours worth of unused minutes in calling time a year.

The CUB has released a report this week, “Surviving the Cell-phone Jungle,” that says Illinois consumers could cut their bills an average of $331 a year by changing calling plans and cutting back things such as roadside assistance services.

Consumers who use one of the five major carriers (AT&T, Sprint, T-Mobile, U.S. Cellular and Verizon Wireless) can upload a PDF of their bill at CUBCellphoneSaver.com. The site, which uses technology built by Texas-based Validas Inc., analyzes bills to measure customers’ usage and how much they pay for their service. The service then generates a free report with recommendations on how to save money, either by switching to a different carrier or using a different plan with the same company.

Recommendations from CUB to reduce the bill includes

  1. Choose the smallest calling plan feasible and monitor bills carefully so you don’t pay for unused minutes.
  2. Do the same for text-messaging plans.
  3. Don’t pay to insure your cell phone. The coverage is so limited as to be useless.
  4. Never dial 411 from your cell phone due to the average cost of $1.54 per call. Use free services.
  5. Ask your cell-phone carrier to remove extra charges for items you don’t recognize or didn’t order.
  6. Consider pre-paid cell plans if your carrier doesn’t provide a plan that matches your needs.
