As more developers are coding programs that requires NET Compact Framwork or CF 3.5 and also the AT&T 6.1 ROM comes with old version, users need to install this CF 3.5 in order to make programs run properly.

To check the version of current CF installed on your phone you need to run a program located in windows directory called cgacutil.exe and once tapped it will show you the current version of CF installed. If you are using the AT&T 6.1 ROM like I said above, I can assure you that you have NET CF 2.0.7045.0 installed that cannot be removed through Activesync or through the Remove Programs function on your device. If you are using an older Cooked ROM for some strange reason that has NET CF 2.0 cooked in, you probably are missing a lot of performance, so I would highly recommend flashing a new ROM that has it cooked in. I am using L26KDV12_Full by Laurentius26 and it has performed great. Very Stable and Fast.

At this point we know that you have NET CF 2.0 on your device and you cannot remove it either via Activesync or the Remove Program Application in Settings. NET CF 3.5 and NET CF 2.0 will both play nice together installed on your device.

Now download following two files:  (1) NETCFv35.wm.armv4i.cab (2) netcfcfg.cab

• Download and install both CABs (to internal memory)
• Run ‘.Net Configuration’ from your Start Menu
• Navigate to the ‘Device Policy’ tab and select version 3.5
• Select ‘Apply’ then ‘OK’

NETCFv35.wm.armv4i.cab will install CF 3.5 and netcfcfg.cab is used to make CF 3.5 as default.

Note: It does chew up a lot of memory, but the speed and application availability will be worth it. The installation chewed up a total of 6.73mb worth of memory.
